Purpose of the Final Report


The University of Utah‘s S.J. Quinney College of Law received a grant from the USDOS in September 2008 to: offer advisory and capacity-building assistance to the GOI in constitutional and legislative development; assist with the development of a more disciplined and transparent legislative process; facilitate the development of a national electoral framework; and assist with anti-corruption reform, including public education and out-reach. This is the Final Report on Grant S-NEAIR-08-CA-121 submitted as of June 30, 2010. The Report covers the entire period of the Grant from September 30, 2008 through March 31, 2010. Quarterly progress reports previously were submitted to the Grant Officer and the Grant Officer Representative and CLA Director of the U.S. Embassy Baghdad as of: March 31, 2009;2 June 30, 2009; September 30, 2009; December 31, 2009; and March 31, 2010. This Final Report explains and documents the Project‘s accomplishment and completion of the Grant‘s five key objectives:

The Report also covers coordination with and cost sharing on the parallel INL grant and the Project‘s lessons learned. A final Project financial report has been submitted separately.
