James Holbrook is a clinical Professor of Law at the University of Utah‘s S.J. Quinney College of Law. As Chief of Party, he was responsible for overall management of both the CLA and INL Grants in Iraq from March through May 2009, and then served as the Project‘s Principal Investigator in Salt Lake City through the end of the Project.
